What "free" usually means in HR software

4. Zoho People — free for 5 employees

Zoho People has a free tier but it's capped at 5 employees — which is more a proof-of-concept than a usable business tool. The full platform covers attendance, leave, payroll (via Zoho Payroll, a separate product), and employee management.
